Article V

This article exists to stop politicians from choosing their voters instead of voters choosing their politicians. Today, the people who benefit from electoral district boundaries are often involved in drawing those boundaries, creating opportunities for gerrymandering and unfair political advantages. 

This article bans partisan redistricting and requires all legislative districts to be drawn through independent, politically neutral processes. By removing politicians and political parties from the map-drawing process, it helps ensure that elections are more competitive, representation is fairer, and every vote carries greater influence.

Section 1 — Prohibition of Partisan Districting

Electoral districts for federal, state, and local legislative offices shall not be drawn, altered, or maintained for the purpose or effect of advantaging or disadvantaging any political party, candidate, incumbent, or political faction, or diluting the voting power of any identifiable group of voters.

The practice commonly known as gerrymandering is prohibited.

District boundaries shall be established through independent and politically neutral processes consistent with this Article.

Section 2 — Independent Redistricting

Electoral districts shall be established through independent and politically neutral processes designed to prevent partisan favoritism, incumbent protection, and vote dilution.

No elected official, candidate, political party, campaign, political appointee, or person acting on their behalf may exercise control over the drawing or approval of electoral district boundaries.

Congress shall enact and maintain uniform standards consistent with this Article governing the independence, transparency, and impartiality of redistricting processes.
